Chief Medical Officer

& Chairman of the Board of Directors

Raul Villalobos MD, CCHP

Dr. Raúl Villalobos has more than thirty years of experience in the field of medicine and medical administration, serving in positions in the health industry that required high-level responsibility in planning, organizing, and supervising medical programs.

He is a board-certified physician and a Certified Correctional Health Professional (CCHP). He has extensive experience managing large-scale healthcare programs in correctional and community settings and is known for his strategic vision and operational efficiency.

Dr. Villalobos has served as a senior advisor to government agencies and has designed integrated care models that prioritize quality, cost-effectiveness, and public health impact. His leadership has resulted in the development of comprehensive medical, dental, ambulance, outpatient, and specialized services across multiple jurisdictions.

He also serves on advisory councils and public health associations, contributing to the evolution of healthcare delivery models in carceral systems. His medical expertise and dedication to equity in health access make him a cornerstone of PCUSA’s leadership team.

Chief Management Officer & Legal Counsel

Manuel M. Rodriguez-Fiol, JD

Mr. Rodriguez-Fiol is a seasoned legal professional with over three decades of experience in corporate leadership and the legal field. As a key member of the PCUSA management team, he provides strategic guidance on legal and business matters, contracts, the bidding process, and standards for healthcare services. Mr. Rodriguez-Fiol has practiced law privately and as corporate counsel, offering expert advice to a diverse client base that includes both foreign and domestic individuals and business entities. His legal expertise spans corporate law, medical mergers and acquisitions, real estate leasing and construction. In addition to his legal acumen, he has successfully managed multicultural teams and overseen multinational organizations across multiple continents, making him exceptionally well-suited for executive oversight and compliance in complex organizations.

Health Service Administrator

Punam Gurung MS, LPC, CCHP-MH

Punam Gurung is a dedicated behavioral health professional and licensed counselor with over 15 years of experience in clinical counseling, correctional health care, and substance abuse treatment. With a background in medicine and a passion for mental health, she has held leadership roles including Health Services Administrator and Behavioral Health Director at the St. Louis City Justice Center. Punam is committed to delivering impactful mental health services and fostering collaboration in high-stakes environments. She is a certified correctional health professional in mental health and actively contributes to community well-being through education and volunteer work locally and internationally.

Chief Operating Officer

LT. Jim Martin MPSA, CCHP

Jim Martin has nearly 23 years of experience in law enforcement, having served as a Lieutenant and Assistant Jail Commander with the Vanderburgh County Sheriff’s Office in Indiana. Throughout his career, he held roles such as Motor Patrol Deputy, K-9 handler, jail and court security supervisor, and investigator. As Assistant Jail Commander, he acted as the command staff liaison for the jail’s medical unit and Community Mental Health Task Force. He played a key role in transitioning to a new jail facility, managing the inmate transfer and implementation of electronic systems for jail management, commissary, and video visitation.

Jim also developed a robust field training program that evolved into a state-approved jail officer training school. In addition to his operational roles, he served as an adjunct professor at the University of Evansville, teaching public service administration and organizational leadership. Most recently, he was Vice President of Program Development at the National Commission on Correctional Health Care (NCCHC), where he led national discussions on correctional healthcare, suicide prevention, mental health, tactical communication, COVID-19 mitigation, and improving custody-healthcare relationships. He also directed NCCHC's accreditation and virtual accreditation processes.

Now as Chief Operating Officer for Physician Correctional, USA, Jim applies evidence-based practices in correctional healthcare, mental health, and dental services. He serves as the designated company representative and will be responsible for fulfilling all contractual obligations, including on-site leadership as needed.

Chief Medical Advisor

Maria C. Dans MD, FAAHPM

Dr. Dans holds a Doctor of Medicine from Washington University School of Medicine in St. Louis, MO, and completed her residency in Internal Medicine at Stanford University School of Medicine.

Throughout her career, Dr. Dans has provided strategic insight and driven health and wellness initiatives to improve organizational performance and control healthcare costs. She has led coordination among medical teams to enhance success within corporations and provided appropriate clinical leadership to qualified healthcare professionals working under PCUSA

Health Service Administrator

Jeneane Henry, MSN, BSN, CCHP

Jeneane Henry is a registered nurse with over 17 years of experience in emergency medicine, hospice, clinical research, and correctional nursing. She has held leadership roles such as Nurse Manager, Director of Nursing at Greenville Correctional Center, and Healthcare Administrator at State Farm Infirmary, where she managed medical, mental health, and general population units. In 2021, she played a key role in transitioning operations to the new Beaumont Correctional Center, enhancing dental and mental health services. At Chesterfield County Jail, she developed onboarding programs for new staff and implemented refined Continuous Quality Improvement (CQI) processes. Jeneane holds a Master of Nursing in Nursing Education and is recognized for her leadership in healthcare administration and program development.
